In April of 1988 the Chicago-based Speech Communication Association sent a three-member debate team to what was then still the Soviet Union for a series of "discussions" in Russian on the following topic: <b>"What should be the relationship between media and government?"</b> Eight debates were held in four different cities, one of which was the Moldovan capital of Kishinev.
