British Columbia Parliament building in Victoria Victoria is at the southern tip of Vancouver Island in British Columbia, Canada. It's a popular tourist destination. You can expect rain during October thru May. Summers are drier. They rent bicycles and you can take carriages, taxis, or double decker buses if you don't ferry your own car over to the island. Helmets are required by law if you ride bikes. Victoria has an airport. The people were very friendly and helpful. Everything was green and the colorful flowers were blooming everywhere.
