I think the best time to go to Boracay is around mid November. Most restaurants and bars are open. The screen thingie used for protection from the wind that obscure beach views are taken down and the beach are cleared from algae. The White Beach does get crowded with tourists, so if you want a nice and quiet time go to Puka Beach.
So far, the clearest, sparkliest, pristine beach I've seen in my life is Puka beach. The tricycle fare from station 1 to Puka Beach is P50 (2011 price), which will get you there in less than half an hour. Puka beach is not that secluded anymore. It is important that visitors as well as locals should keep the beach clean.
