Cluj Napoca is the capital of the newly established North-West development region, those regions are not formally included in the administrative organization of Romanian territory, but they are used as a reference in the definition of regional development strategy. "Napoca" is the old Dacian name of the village, it's been joined to the common name after Ceasescu's decision to strengthen the ideal link of present Romania with the first inhabitants whose records are traceable. Cluj is surrounded by hills, in a typical rural peaceful environment.
