The Kennedy Center is a great place to see free concerts and other festivals. Even though I am far from what you consider a lover of the arts I have now seen a Latin Festival here, Indian DJ Punjabi MC and even President Obama speaking on MLK day here
There are a lot of free things to do and see in Washington DC and probably the most famous are the musuem(S) of the Smithsonian. Let me emphasize that the Smithsonian is not one musuem. There are many museums that are part of the Smithsonian. Here is a partial list of the Smithsonian museums in the DC area the names may not be totally correct I might be giving some old names.

Museum of African Art
National Zoo
In June every year DC has a Caribbean Carnival. The parade takes place on Georgia Avenue. The entire parade route is around 4 miles long and it ends at across from Howard University.
