Main commercial areas and tourist sights are generally safe to walk around. The Les Halles are can be known for drug dealing although police regularly patrol the area. Be cautious as in any city, of pickpocketing and pursesnatching. Don't walk alone at night, use taxis. Public transportation is generally safe and reliable.

If you have a choice, I wouldn't drive in inner-city Paris. It can get pretty chaotic and there are a lot of traffic jams. Parisians drivers have been termed as over-nervous! The public transport facilities are very good and punctual.
