I used to work at a recording studio on 7th Ave and have had the wonderful opportunity to watch the New Years Eve celebrations from above it all instead of down in it.
Definitely do NYE this way. Avoid at all costs the street scene near Times Square.
Review Helpfulness: 
Rudy's on 44th and 9th. Nice small place with cheap beer and free food. Haven't been in more than 4 years.
Update. It still exists. I forgot it was on 9th and looked on 8th. But found it since.
It is on 627 9th Ave.
Complete with a back yard and cheap beer this place is excellent for chillin' in the afternoons.
