I grew up in Sta. Cruz,capital town of Laguna which comes before Pagsanjan. Everytime we visit my hometown,I get irritated at the sight of "Bankeros" (boatmen) hailing travelers at the highway,even many towns away from Pagsanjan. NEVER be tempted to stop to just inquire. When you reach the town of Pagsanjan,park your vehicle in the Shrine of Guadalupe,a very old church beside the Local Tourism Council. Even at the church grounds, "bankeros" will approach you. DON'T EVEN ACKNOWLEDGE THEM because they will only irritate you with hard sell boat service. If they see you taking pictures of the church,they will naturally look doubtful of your real purpose for visiting Pagsanjan, but let them be.From the gate of the church,you will see policemen manning the front of the Local tourism Council. Just cross the street and inquire from authorities. Take a mental note of your bankero's face and name. Now,if on the way,the accredited bankeros still attempt to "scalp" you,and you're fearful you're sorry you didn't bring enough cash because you thought you only had to give them the regulated price. Then make a report to the Local Tourism Council when you return. The mayor has an email address where you can also report such cases.I can give it to you later.
