A train trip from Tel Aviv costs around 5 euro one way. When you get out of the train you'll find lovely beaches on the left and a city down the Carmel.
Since the city is mostly on the slope, you have to go up and down, which can be tiresome.
One of the good things in Israel is that the seaside is generally close. You can come back from work straight to the beach. If you're sweaty you can take a (cold) shower somewhere.
Having time for a dive after work is what I consider Paradise.
